Basic Policy

Electric Power Development Co., Ltd., having a full understanding of the importance of individual rights and interests and acknowledging as a social obligation the protection of the personal information of customers and business partners (including their specific personal information, the same applies hereinafter) and ensuring their trust, is taking the following actions.

  • Because acts such as leaks, alterations, loss, improper use, or unauthorized disclosure of personal information that we possess will result in a loss of public confidence and have an enormous impact on the Company's business, directors and all employees will recognize the importance of, and their responsibility for, managing personal information and will act in good faith.
  • Officers and all employees will observe the laws concerning the protection of personal information and related internal rules and regulations, and will correctly handle the personal information that they possess.

Personal Information Protection Policy
(Handling of Information)

1. Our Thinking with Respect to the Protection of Personal Information

The Company acquires and uses information such as names, addresses, telephone numbers, and e-mail addresses of individuals (hereafter, "Personal Information") necessary in the conduct of business; this information includes publicly available information.
The Company also acquires and uses Personal Information including the individual numbers (hereafter, "Specific Personal Information") when conducting the specific business affairs prescribed by laws and regulations.
The company recognizes the protection of Personal Information (including Specific Personal Information, the same applies hereafter) to be an important obligation, and in order to fulfill that obligation, will handle Personal Information guided by the thinking shown below.
Note that Personal Information related to Company directors and employees will be handled separately.

  1. The Company will comply with the Personal Information Protection Law and other laws and regulations applicable to Personal Information, and will conform to all generally accepted practices related to the handling of Personal Information and will handle Personal Information appropriately. In addition, the Company will strive to improve the handling of Personal Information whenever necessary.
  2. The Company will establish internal rules for handling Personal Information and ensure that all directors and employees are thoroughly familiar with them. In addition, the Company will require business partners to handle Personal Information correctly.
  3. Whenever Personal Information is acquired, the Company will specify the purpose of its use, provide notification or public announcement of the purpose, and will handle the Personal Information for the specified purpose.
  4. The company will establish all necessary measures to prevent the leak, alteration, or loss of Personal Information and will act with effective control.
  5. Requests from individuals for the disclosure, amendment, deletion, or suspension of the use of Personal Information that the Company possesses will be accepted through the prescribed channels and responded to in good faith.

2. Handling Personal Information

(1) Purposes of Use

The Company will acquire and use Personal Information necessary to the conduct of business, as noted below.
In addition, to facilitate the conduct of business, the Company may consign portions of this business to outside entities and may provide those entities with Personal Information to the extent necessary to do their work. In all of these cases, the Company will conclude agreements with these entities concerning the handling of Personal Information and will provide effective supervision.

  • Business for the supply of electricity and heat.
  • The development, extraction, production, processing, storage, sale and transportation of energy resources, such as coal, combustible gas, and oil-alternative energy.
  • Telecommunications-related business and services for processing and providing information.
  • Engineering and consulting for environmental conservation, pollution prevention, improving energy efficiency in various types of industrial facilities and buildings, electricity, heat, telecommunications, urban development, regional development, marine development, etc.
  • Undertaking electrical engineering, telecommunications engineering, civil engineering and other construction engineering and the design, management and maintenance of buildings and structures.
  • Planning, construction, maintenance, management, and operation of facilities related to rivers, the water supply and drainage, recycling, etc.
  • Activities related to the disposal and recycling of waste and the sale of the recycled products.
  • Greenhouse gas emission credit trading and brokering as well as afforestation.
  • Development, trading, providing and brokering industrial property rights, copyrights and other intangible property rights, know-how, and miscellaneous software.
  • Trading, leasing, brokering, management and use of real estate.
  • Surveying, researching, and technical developments related to any of the items mentioned above as well as producing and selling machinery, tools, as well as plant and equipment.
  • Investment in businesses considered necessary for the management of the Company.
  • All business activities related to or ancillary to any of the items mentioned above.

(2) Provision to Third Parties

Except in any of the following situations, the Company will not disclose or provide Personal Information to any third party. [Provision to a business consignee as described in Paragraph (1), Purpose of Use (above) will not be considered provision to a third party.]

  1. Cases where consent is given by the individuals concerned.
  2. Cases where data are disclosed or provided in a form in where individuals cannot be identified, e.g., statistical data.
  3. Cases of the disclosure or provision when required by law.
  4. Cases where disclosure or provision of information is necessary to protect a person's life, limb or property, but where it is difficult to obtain the consent of the individual concerned.
  5. Cases when it is necessary to provide cooperation to enable the national government or local governments to conduct public business, but obtaining the consent of the individuals concerned would risk impeding the performance of that public business.

Purpose of joint use
  • To establish, amend, or terminate a wheeling service agreement or an electric power adjustment supply agreement (hereinafter, "Wheeling service Agreement")
  • To arrange for the discontinuation*5 of a retail supply contract (including contracts for supply to remote islands and last resort service) or electricity supply and demand contract (hereinafter, "Retail Supply Contract")
  • To confirm information about the service (receiving) point
  • To carry out the duties of a general electricity transmission and distribution utility based on the Wheeling service Agreement, such as meter reading; maintenance, inspection, and replacement of facilities; investigation of facilities during power outages and disasters, etc.
  • To conduct business related to Negawatt trading

  1. *1:The Company will only jointly use customers' personal information with businesses within the scope necessary for the purpose of joint use and will not necessarily jointly use customers' personal information with all electricity retailer, General electricity transmission and distribution utility, or demand restraint contractors.
  2. *2:"Electricity retailer" refers to a business that does not fall under any of the grounds for refusal of registration prescribed in Article 2-5, Paragraph 1 of the Electricity Business Act (Act No. 170 of July 11, 1964) and that has been registered as a electricity retailer with the Minister of Economy, Trade and Industry (including businesses deemed to be registered as retail electricity providers pursuant to the supplementary provisions of the Act for Partial Revision of the Electricity Business Act, etc. (Act No. 72 of 2014)). (Please see the website of the Agency for Natural Resources and Energy (https://www.enecho.meti.go.jp/category/electricity_and_gas/electric/summary/retailers_list/) for business names, locations, etc.).
  3. *3:"General electricity transmission and distribution utility" refers to Hokkaido Electric Power Network, Inc.; Tohoku Electric Power Network Co., Inc.; TEPCO Power Grid, Incorporated; Chubu Electric Power Grid Co., Inc.; Hokuriku Electric Power Transmission & Distribution Company; Kansai Transmission and Distribution, Inc.; Chugoku Electric Power Transmission & Distribution Company, Incorporated; Shikoku Electric Power Transmission & Distribution Company, Incorporated (YONDEN T&D); Kyushu Electric Power Transmission and Distribution Co., Inc.; and the Okinawa Electric Power Company, Incorporated
  4. *4:"Demand restraint contractor" refers to a business (including a business that has obtained an entity code prior to entering into a contract) that has entered into a contract to supply an amount of demand restraint adjustment with a Member that is a general electricity transmission and distribution utility.   5. *5:"Arrange for the discontinuation of a Retail Supply Contract" refers to when a business that has received a new application for a Retail Supply Contract from a customer who submits an application to the business the customer currently uses, for cancellation of a Retail Supply Contract, on behalf of the customer.

3. Handling of Specific Personal Information

The Company will handle Specific Personal Information as noted below, and not in accordance with “Paragraph 2, Handling of Personal Information.”

(1) Purposes of Use

The Company will acquire Specific Personal Information only when it uses the Information to perform specific businesses prescribed by laws and regulations.
In addition, to facilitate the conduct of business, the Company may consign portions of business to outside entities and may provide those entities with Specific Personal Information to the extent necessary to do their work. In all these cases, the Company will conclude agreements with these entities concerning the handling of that Specific Personal Information and will provide effective supervision.

(2) Provision to Third Parties

The Company will not provide Specific Personal Information to any third party with or without the consent of the individuals concerned, except in the cases listed in the respective items of Article 19 of the Act on the Use of Numbers to Identify a Specific Individual in the Administrative Procedure. [Provision to a business consignee as described in the preceding “Paragraph (1), Purpose of Use” will not be considered provision to a third party.] In the event that personal information is provided to a third party in a country overseas, the name of the country to which the information is to be provided, the system for protecting personal information in that country, and the measures taken by the third party to protect the personal information will be provided in advance.

4. Disclosure

For handling personal data that the Company possesses, when an individual notifies the Company of his or her wish that his or her information be disclosed, the Company will respond within a reasonable time and to a reasonable extent, after confirming that the person making the request is the party concerned, and following all relevant laws and regulations.

5. Corrections and Deletions

For personal data that the Company possesses, if an individual notifies the company of his or her wish that his or her information be corrected, supplemented, or deleted, the Company, upon confirming that the person making the request is the party concerned and if this data differs from the actual facts, will correct, supplement, or delete the information within a reasonable period and to a reasonable extent.

6. Suspension of Use, Erasure

For the personal data the Company possesses, if an individual notifies the Company of his or her wish that use of his or her information be suspended or the information erased, the Company, upon confirming that the person making the request is the party concerned, will suspend the use of or erase this information within a reasonable period and to a reasonable extent.
In the event that use of all or part of this information is suspended or the information is erased, regrettably it may not be possible to provide services in the way that was requested. It would be appreciated if our customers understand this and cooperate with the Company.
For personal data possessed in accordance with laws and regulations, there may also be cases when it may be impossible to comply with requests for suspension of use or erasure.

7. Acceptance Methods and Contact Points for Disclosures

For personal data that the Company possesses, all requests referred to in sections3-2, 4, 5, and 6 (above), and all other inquiries regarding Personal Information will be received in the way outline below. Please note that the Company is unable to respond to requests for disclosure that have not been made by these methods.

Requests relating to disclosure must be made in writing or electronically. Inquiries and submissions may be made between 09:00 and 17:00 on business days.
